基于利益导向移民理论的加拿大投资移民政策演变及趋势

摘要

2014年，加拿大以投资移民对政府贡献小、投资移民门槛低等理由终止投资移民项目。在这一背景下，利用利益导向移民理论分析加拿大投资移民政策的演变及该政策停止的原因，并预测投资移民政策的趋势，认为今后加拿大投资移民政策将对申请人资产、教育水平、语言能力与工作背景等提出新要求，引导投资者从被动投资转向主动投资，并适时推出风险投资等新项目。%Canada abolished its Immigrant Investor Program in 2014 due to its trivial contribution to government and low invest-ment threshold for immigration .In this context , this paper analyzes the evolution of Canadian investment immigration policy based on the interest-oriented theory and the reasons for its abolishment , and forecasts the future of Canadian investment immigration policy.It concludes that future investment immigration policy is likely to raise new requirements for applicant 's assets, education, language , working background , guide investors from passive investment into active investment , and timely introduce new projects such as venture capital .
