Drug use behavior must be regulated by compulsory drug control legal regulation in order to reduce its social harm. This system directly involves national administrative department's administrative management to drug users, it even includes the confining and depriva-tion of administrative organs to drug users, therefore, from the angle of administration law, the systematic analysis on national eompnlsory isolation detoxifieation is in accordance to the nature of the law.
