人力资源利用效益比较研究——基于云南与广东的比较分析

     

摘要

Through the comparison of employment rate,utilization rate of human resources and utilization efficiency in Yunnan Province with Guangdong,the former two indicators are higher than those in Guangdong Province,and the utilization of human resources is lower than that of Guangdong and the national average. In 2000,the utilization efficiency of human resources in Yunnan was only 32.71% and 63.72% of the average in Guangdong and China respectively,In 2015,the figures were 39.54 percent and 52.02 percent,respectively. The efficiency of human resources utilization in Yunnan is less than half that in Guangdong,although it is more than 50 percent of the national average, But the gap is lager, In addition,the utilization of human resources in Yunnan Province coexists with the disadvantages. The advantages are mainly embodied in the secondary industry,but the efficiency of human resources utilization is lower overall,We should strengthen the investment of human capital,fully cultivate and attract the outstanding talents,expand the advantage of human resource,excavate the advantaged industries,make up for the inferior industries,and seek the comparative advantage of the regional development,if we want to ascend to the top level of our country.%通过对云南省就业率、 人力资源利用率与利用效益与广东比较发现,前两项指标高于广东省,而人力资源利用效益低于广东以及全国平均水平.2000年,云南人力资源利用效益分别只是广东与全国平均水平的32.71%、63.72%,2015年该数值分别为39.54%、52.02%,云南人力资源利用效益不及广东的一半,虽超过了全国平均水平的50% 但差距较大.另外分产业人力资源利用状况云南省优势与劣势并存,优势主要体现在第二产业,但人力资源利用效率整体较低,有待提升,若要跻身全国中上等水平,还应加强人力资本投入,充分培育与吸引优秀人才,扩大人才资源优势,挖掘优势产业,弥补劣势产业,寻求地区发展的比较优势.
