University administrative personnel play an important role in prompting and ensuring the normal working of teaching and sci- ence research. However, present working state of University administrative personnel are unoptimistie which are closely related to the university management system that goes against the need of personnel. The paper mainly probes into the working state of University administrative personnel and its inducement in terms of Maslow' s "hierarchy theory of needs", and tries to explore and perfect a set of long - term efficient personnel encouraging system on the basis of encouraging effect of higher level need.%高校行政管理人员对高校教育教学、科研工作的正常运行起着保障和促进作用。然而,当前高校部分行政管理人员工作状态并不容乐观,这与高校管理机制有违人的需求直接相关。从“需求层次理论”出发,探究高校行政管理人员的工作现状和诱因,并基于更高层次需求的激励效用,探索和完善高校行政管理人员的长效激励机制是文章的要义所在。
