社区建设、居民福利与政策路径--以浙江省温州市为例

摘要

With reasonable planning ,the community construction of Wenzhou attains brilliant achievements through withdrawing and merging township.Meanwhile , there are some current problems in the construction of Wenzhou community ,For example ,the single function of community ,high population density ,the low degree of social integra-tion,which not only brings pressure to the community management and social stability ,but also causes the waste of social resources.Finally,this topic puts forward the policy paths of construction of happy community:(1) the com-munity planning legislation;(2) quantifying building indicators;(3) the strict construction supervision.%社区是社会的基本单位，社区的主体是居民。虽然经合理规划，温州撤乡并镇工作取得突破，城乡建设成绩斐然。但当前温州社区建设也存在一些问题，例如社区功能单一、人口密度过高、社会融合度低。这不仅给社区管理与社会稳定带来压力，而且也造成社会资源浪费。因此，从增加居民福利角度，建设幸福社区的政策路径为：（1）社区规划立法；（2）量化建筑指标；（3）严格建设监督。
