新型城镇化背景下县（市）改区行政区划改革绩效分析

摘要

In the province governing county reform of county-level city is still in basic level and the county fi-nances frozen in the background,the county( city)district is a good reform path to enhance the quality of urbani-zation and to promote the integration of urban and rural areas to achieve the target. Based on the new urbanization to respect the objective laws and decisive role in the market,some of the county( city)to optimize the city area,city spatial structure and management structure,will help promote the production factors and resources in a balanced allocation of public and free flow of urban and rural areas,solve the county development level of urbanization and the quality is too low problems,better play the economies of scale,industrial prefecture level city agglomeration benefits and division of labor efficiency,enhance the cityˊs comprehensive carrying capacity,to solve the land ur-banization faster than population urbanization problems,accelerate the realization of the integration of urban and rural target.%在省直管县还停留在财政层面和县改县级市基本被冻结的背景下，县（市）改区是一条能够提升城镇化质量和推进城乡一体化目标实现的良好的改革路径。在新型城镇化尊重客观规律和市场决定性作用的前提下，通过将部分县（市）改为市辖区，优化城市空间结构和管理格局，有助于推动生产要素和公共资源在城乡的自由流动和均衡配置，解决县域城镇化发展水平和质量过低的问题，更好地发挥地级城市的规模效益、产业集聚效益和分工合作效益，增强城市综合承载能力，解决土地城镇化快于人口城镇化的问题，加速实现城乡一体化目标。
