围绕新疆社会稳定和长治久安的总目标，从社会管理到社会治理的嬗变，推进新疆社会治理体系和治理能力的现代化是我党治疆方略的升华。当前，新疆社会治理创新取得了显著成效。但是，反恐维稳面临严峻形势，新疆社会治理能力有待于进一步提高。因此，要注重依法治理，提高群防群治预警能力，创新应急处突机制；以信息化为引领，实现社会治理的现代化；健全利益协调和矛盾化解机制；健全领导干部监督机制，创新干部任用机制；培育和弘扬社会主义核心价值体系。%Aimed at the social stability and prosperity of Xinjiang, the Party' s strategies in Xinjiang have been sublimated from social management to social administration and pushing forward the modernization of social ad-ministration system and administration abilities. Recently the innovation of social administration in Xinjiang has obtained obvious achievements. However the anti-terrorism work faces rigorous situation and the social manage-ment abilities need to be promoted further. Therefore we shall pay attention to ruling by law, improve the alert capacity of dealing with mass affairs, innovate the emergency mechanism, realize the modernization of social man-agement led by information, establish and perfect the mechanism of benefits coordination and conflict solution, perfect the supervision mechanism of leadership staff, innovate the staff appointment mechanism, and develop and expand the core value system of socialism.
