中国目前处于社会转型的关键时期，随着经济的不断发展，危机事件层出不穷，尤其是各大高校危机事件的发生引起了社会各界的强烈关注，高校的危机管理能力面临严峻挑战。为了确保高校校园环境的安全稳定，以各大高校为研究对象，厘清高校公共危机的现状，剖析我国高校公共危机管理中存在的问题，在借鉴先进地区危机管理模式的基础上，进行高校公共危机应对能力的探索，从管理机构、预案制定及法制保障三个维度探寻高校公共危机管理建设的新思路，以保障高校校园的安定和谐。%China now is in a critical period of social transition , and with the continuous development of the economy , the crisis emerges in an endless stream , especially the universities crisis caused intense attention from all sectors of society .Hence , the ability of crisis management is faced with the severe challenges .In order to ensure the security and stability of the campus environment , to major colleges and universities as the research object , to clarify the status of university public crisis , the paper analyzes the existing problems in the management of public crisis .On the basis of the model of crisis management in the developed areas , to explore the ability to deal with public crisis and the new ideas for the public crisis management from the perspective of the construction of man -agement mechanism , the preparatory plans and the legal guarantee , the stability and harmony of university campus would be en-sured.
