西安高新区军民融合科技创新发展战略研究

摘要

Xi’ an High-tech Zone with intensive defense resource plays an important role in military and civilian integration in⁃dustry to boost the local economy. On the basis of civil-military integration theory, by using social survey method we find it has good internal resources and external environment to develop civil-military integration and also has some problems such as scattered re⁃sources, lower resource sharing, weaker capital support, etc. So as to realize its goal, we must take some treasures such as establis⁃hing flexibly joint place, building military-civilian integration information platform and making innovation development index system of military- civilian integration. The results show that civil-military integration development strategy is key to the development of the military economy and local coordination.%西安高新区是国防科技资源密集区域，军民融合产业发展对拉动地方经济发挥着重要作用。以军民融合理论为指导，通过调查发现，虽然高新区军民融合发展拥有良好的内部资源和外部环境，但仍存在资源共享度偏低、国防科技资源布局分散、扶植资金支持力度较弱、军工企业机制僵化与市场机制灵活相矛盾等问题。要实现军民融合科技创新的目标，必须采取设立军地联合办公点、搭建军民融合物资采购信息发布点和业务办理点，制定军民融合创新发展指标体系等战略举措。研究结果表明：统筹军民融合科技资源，以自主创新为核心的军民融合发展战略，是军工经济和地方经济协调发展的关键所在。
