拾遗补阙：生态文明视野下的地方政府经济管理职能定位

摘要

Ecological civilization is the highest form of human social civilizations. Compared to the ecological civilization ideas of the CPC and the central government, those of the local governments need to be improved, to check the overlooked and make up the deficiencies. In the transformation of economic management function, a new government performance appraisal system, which includes ecology achievement, should be established to project completely the part of ecological effect in the overall economy. This is also the goal the CPC and the central government set in the construction of a government of ecology of which man and nature develop harmoniously.%生态文明是人类社会文明的最高形式。党和中央政府的生态文明理念日益成熟，但是地方政府的生态文明理念还有待“拾遗补阙”，地方政府的经济管理职能要进行转型，必须构建新的地方政府政绩评价体系，即把生态绩效纳入考核，全面反映生态效益在经济总体效益中的分量。这也是党和政府重视构建“人与自然和谐发展”的“生态型政府”的目标。
