Based on the data of the inbound tourism income and immigration reception number of Xinjiang and its 13 regions, we give the analysis on the coupling degree of flow and flow quality in temporal and spatial evolution from 2000 to 2015. The study shows that: the trend of inbound tourism flow and the quality is contradictory that the flow increased while the quality decreased continuously: the flow evolution can be divided into two types; growth and decline: flow quality is divided into slow wave type, medium wave type and obvious fluctuation: the trend of inbound tourism flow and quality developed well, but the reverse deviation areas are increasing and the double high areas are reducing.%"一带一路"战略的提出为新疆经济发展提供了良好契机,旅游成为新疆与世界各国实现"五通"的最佳方式.但新疆在入境旅游发展上存在滞后性,以入境旅游为切入点,基于2000—2016年新疆13个地州市的入境旅游收入和入境旅游接待人次数据分析,得出流量与流质的发展态势、流量演变的两种形态、流质演变的三种波动程度以及耦合度动态演化趋势.通过流量与流质演变及耦合度分析,探析新疆及各地州市入境旅游发展态势,以期对新疆入境旅游未来发展提供理论依据,促进同沿线各国实现政策沟通、设施联通、贸易畅通、资金融通、民心相通发展进程.
