油气生产中的海洋环境污染风险及防控对策

摘要

During the offshore oil and gas production, there is a risk of polluting the ocean due to the problems that emerge in the process, which include the lack of systematic construction plans, the existence of safety hazards with production equipment and facilities, the absence of a standardized way for operations, inadequacy of preparations for emergency responses, etc. Vigorous risk controls require work from two aspects, i.e. carrying out offshore oil and gas production and construction in accordance with laws and regulations and enhancing the supporting role of laws.%海洋油气生产过程中存在建设规划缺乏系统性、生产设备设施存在安全隐患、生产操作不规范、应对突发事故准备不足等问题，容易引发污染海洋环境的风险。积极防控风险，应从依法合规做好海洋油气生产建设工作、强化法律支撑保障作用两个方面下功夫。
