四川省公安管理服务模式创新和机制体制改革--以行政审批改革为视角

近年来，四川省公安机关积极开展行政审批制度改革，取得了一定阶段成果，积累了一些改革经验。但同时也要看到，目前的行政审批制度改革还只是浅层次的减量型改革，离国务院、省政府改革目标、人们群众期待和经济社会发展要求还有很大差距，很多触及行政审批制度的实质性问题还亟待解决，公安行政审批制度改革还需进一步深化。为此，需要全面总结近年来四川省公安行政审批制度改革中取得的成效，系统分析行政审批改革中的瓶颈和问题，研究探索规范行政审批管理，创新服务模式，改革行政审批体制的对策措施。%In recent years, Public Security Departments in Sichuan province actively carry out the reform of the administrative examination and approval, which have obtained primary achievements and accumulated some experience. But at the same time, we should understand that the current reform is just reduction model at shallow level, which has a long distance with the goals made by the state council and the provincial government, and has not met the expectation of people and the requirement of economic and social development. It should be further deepened because there are still many substantive issues existing to be solved. Hence, we should summarize the achievements of the reform, analyze the choke points and problems systematically, explore and regulate the administrative examination and approval administration, innovate service mode, and reform countermeasures of the administrative examination and approval system.
