四川省扶贫资金益贫效果分析

摘要

Objective]The objective of the study was to analysis the significant influencing factors in the process of poverty alleviation funds utilization in Sichuan province,in order to explore the effec-tiveness of various factorsand make an objective evaluation for effect of the beneficial for poverty re-duction.[Method]Based on the data from 34 key county of poverty alleviation funds,method by using multiple regression model,the relation between investment and sources of poverty alleviation funds, capital orientation structure of poverty alleviation funds with per capita net income of farmers and poverty rate were analyzed with multiple linear regression.[Result]The result shows that poverty alle-viation funds have obviously positive correlation to increase the per capita net income of farmers and reduce the incidence of poverty. In the structure of poverty alleviation and capital source,the central finance poverty relief funds have significant effect on increasing per capita net income of farmers and reducing the incidence of poverty,provincial finance poverty alleviation funds only played a significant role in increasing per capita net income of farmers. In the structure of poverty alleviation fund invest-ment,agricultural and technical training has a significant effect to increasing per capita net income of farmers and the incidence of poverty reduction,and infrastructure has negative effects to increasing farmers' income and reducing the incidence of poverty.[Conclusion]Sichuan province is in need of increasing poverty alleviation funds investment,increasing investment in agricultural development,en-hancing the quality of the industrial development,promoting the way of financing in the infrastructure supporting,further ensuring that the poverty alleviation funds canachieve precise use and improve bene-ficial effect of poverty.%【目的】分析四川省扶贫资金使用过程中的显著影响因素，探究各因素的影响效果，并客观评价益贫成效。【方法】基于34个重点县扶贫资金数据，运用多元回归模型，对扶贫资金投入、扶贫资金来源、扶贫资金投向与农民人均纯收入和贫困发生率进行回归分析。【结果】扶贫资金投入对增加农民人均纯收入和降低贫困发生率具有明显正向效应，扶贫资金来源结构中，中央财政扶贫资金在增加农民人均纯收入和减少贫困发生率上有显著作用，省级财政扶贫资金仅在增加农民人均纯收入上作用显著；扶贫资金投向结构中，农业和技术培训在增加农民人均纯收入和减少贫困发生率上具有显著作用。【结论】四川应从加大扶贫资金投入力度、增加农业发展投资、提升工业产业发展质量、改善基础设施资金配套方式等方面进一步做到精准使用扶贫资金，提高益贫效果。
