The Chinese Communist Party is the party in power, and in order to complete her historical mission, she should have a sound body as well as vitality and creative spirit. A full and rigorous Party self-governance and a stimulation of its vitality and creativity seemingly contradict each other but actually share the same end for both are essential to the party construction. The party's vitality and creativity are based on party members, and a strong party member combines party spirit with his personal quality. Therefore, the party's vitality and creativity depend on the members' moral integrity. Theoretically, party members should possess political character, social character and personal character which are mutually based and mutually unified.
