加强流动党员管理既是一个热点问题，又是新形势下党建工作不容回避的难点问题。其难点主要表现为个体流动、行踪无常，党组织组建率低、稳定性差，管理机制滞后、管理渠道不畅，党务工作者队伍建设和管理弱化。要从根本上解决这些问题，必须实现思想、方法和网络上的统筹，推进城乡一体化党员动态管理。与此同时，还要建立健全流动党员教育管理信息网络建设机制，构建城乡一体化党员动态管理的保障机制，健全城乡党的基层组织互帮互助机制，培养建立稳定的党务工作者队伍。%Strengthening the management of the Transient Party members is not only a hot issue but also an inevitable trouble in the Party building under new situations. The difficulties lie in difficulties in following the floating individuals, the low efficiency and stability of the construction of the Party organization, the lagging system of management, the unsmooth channel of management, and the weakness of the construction and management of the staff in the Party affairs. In order to solve such problems, we must coordinate the thoughts, approaches and the network into a whole and promote a dynamic and urban -rural integrated system to manage the transient Party members. As well, we must build and perfect the system of the educational and administrative network for the transient Party members, build a system to guarantee the dynamic and urban - rural integrated management of the transient Party members, perfect the system of mutual - service between urban and rural grassroots Party organizations, and set up and train a stable staff in the Party affaires.
