地方政府投融资平台形成具有特定历史背景。平台存在多种风险隐患，形成原因比较复杂。要针对风险特点准确分析、度量风险，内外兼顾，标本兼治，消除风险点，杜绝风险传递途径，从根本上规范政府投融资行为。%The formation of local government investment and financing platform has the specific background. This platform has many kinds of potential risks, and the cause of the formation is complexity. We should analyze the characteristics of the risk, and measure the tolerance of the risk. Then we can eliminate the hidden troubles of the risk, and restrict the actions of local government investment and financing.
