关于完善青岛市公众参与城市生活垃圾分类机制的研究

摘要

Qingdao has started the pilot work of the household garbage classification since 2000 . On the basis of summarizing the previous three pilot work of garbage classification ,the fourth pilot work of household garbage classification that started in 2013 has got staged achievements .However , because of the defects on the public participation mechanism and the ineffectiveness of the public par‐ticipation consciousness ,the current public participation in urban household garbage classification is basically in a passive stage .Therefore ,based on the practical situation ,Qingdao should attach great importance to the public participation mechanism so as to improve the effectiveness of garbage classifi‐cation .%青岛市自2000年开始进行生活垃圾分类的试点工作。在总结前三次垃圾分类试点工作的基础上，2013年开始的第四次生活垃圾分类试点工作取得了阶段性成果。但由于公众参与机制上的缺陷和公众参与意识的低下，目前公众参与城市生活垃圾分类基本停留在被动阶段。青岛市应结合实际情况，高度重视完善公众参与机制，提高垃圾分类的实效性。
