Ecological civilization ,a superior civilization ,w hich has discarded the negative side of in-dustrial civilization ,is the only way to realize the social sustainable development . Yellow River Delta High-Efficient Eco-Economic Zone and Shandong Peninsula Blue Economic Zone should play a guiding role in ecological civilization in ICZM (Integrated Coastal Zone Management) in Shandong Peninsula .ICZM is a dynamic process ,which determines the sustainable utilization of coastal resources and space .Therefore ,it is an important way to promoting the construction of ecological civilization in coastal zone .Knowledge cap-ital ,w hich is derived from interactions of stakeholders (such as individual ,organization and society ) w ho explore models of coastal zone management ,is the fundamental drive of ICZM .Learning from the experi-ence of other countries ,ICZM of Shandong Peninsula should follow these steps :forming a basic objective and framework ,setting up an inter-departmental agency ,integrating human ,intellectual and financial fac-tors and promoting the community participation .In addition ,three elements are beneficial to the practice of marine management :a macroeconomic policy framework in Shandong Peninsula ,an action plan in ac-cordance with the specific circumstances and a synthesis of marine policy .%生态文明是在扬弃工业文明之后一种更高级的文明形态，是国家、区域社会可持续发展的必由之路。山东半岛“蓝黄”两区的战略规划应加强生态文明建设对海岸带综合管理的导向作用。海岸带综合管理是一个对海岸带的资源、空间的保护与可持续利用做出合理决策的动态过程，是促进海岸带地区生态文明建设的重要手段。在个人、社会、组织等利益相关者探索海岸带管理模式的互动与整合过程中所形成的知识资本是提升海岸带综合管理水平的基本源泉。借鉴其他国家的海岸带管理经验，山东半岛“蓝黄”两区的海岸带综合管理需要从基本目标与框架的制定、跨部门协调机构的成立，人力、智力、财力等多方要素的整合以及社区的参与支持等方面进行探索，在半岛区域内形成宏观政策框架，并结合地方具体情况制定行动计划，最后通过各个项目的综合，形成有效的海洋管理实践。
