Coastal zone is both a place for valuable land resources and an important base for marine economic development.From the 1970's, many developed countries began to strengthen the comprehensive management of the coast zone by making coastal zone management laws and regulations.It is necessary to control, regulate and supervise the resource utilization and ecological protection of coastal zone by laws.Most laws and regulations on coast zone management in China evolved from the trade and profession management regulations or administrative rules and regulations, which are full of barriers between different departments and regions and lacking in integrity.For China to make the coastal zone management law can solve low efficiency problem of coastal zone management, the sector constraints and is helpful for using natural resources in a more reasonable way.The Coast Zone Management Act will help China promote the sustainable development of the coastal zone.%海岸带是海陆交汇的地带,人口集中,经济资源开发强度大,资源竞争性利用矛盾突出.从上世纪70年代开始,许多发达国家和沿海国通过专项综合性立法来加强海岸带管理.当前,我国海岸带管理法律法规基本由涉海行业管理部门规章或行政法规延伸而来,条块分割,缺乏整体性.制定《海岸带管理法》,对海岸带资源利用活动进行控制、规范和监督,加强生态环境保护,有利于解决我国海岸带管理效率低下,部门掣肘、资源利用的无序无度等问题,促进海岸带可持续利用.
