黑龙江省国有林区林业产业转型模式的构建1）

摘要

针对黑龙江省国有林区林业产业现状，依据2001—2014年黑龙江省国有林区林业产业相关数据，分析了黑龙江省国有林区林业产值增长率、产业主导性及多样性，并结合黑龙江省国有林区全面停止天然林商业性采伐的实际情况及《国有林区改革指导意见》、《国有林场改革方案》，提出：从资源型接续产业、非资源型替代产业、生态产业园区3个方面，构建黑龙江省国有林区林业产业转型模式。%We analyzed the forestry industry output growth , leading effect and diversity of Heilongjiang state-owned forest area with the data of 2001-2014 , according to the current situation , combining the comprehensive logging ban .From “The state-owned forest area reform guidance” and“The state forest farm reform scheme” issued by the CPC Central Committee and State Council , we constructed the model of forestry industry transformation from the resource-based update industry , non-resource based substituted industry , and eco-industrial park in Heilongjiang state-owned forest area .
