我国是水土流失最为严重的国家之一，开展水土流失综合治理是我国经济发展的必然选择。我国小流域治理经过50多年的探索和发展成效显著，但也存在不少薄弱环节。通过系统阐述美国及欧盟在小流域治理法律、政策、管理组织、宣传推广的经验，分析我国小流域治理的不足并提出建议，为我国小流域综合治理和管理提供一定的参考。%China is one of the countries suffering from the most serious soil and water loss,which makes comprehensive control of soil erosion an essential part in its economic development. Fifty years of explora-tion and development in small watershed management have fruited well but not without problems. This pa-per systematically overviews the laws,policies,organization,and promotion concerning small watershed management both in Europe and the U. S. ,and analyzes the weakness in China,thus providing a reference for the management of small watershed in this country.
