根据供需理论，农民对土地功能的需求是无法消除的，如何弥补因农地征收而造成的损失，使其可以被农地功能带来的效益所代替，那么补偿标准将符合农民的需求。本文采用文献收集与定量分析的方法，以南部县为例，基于农地功能测算农地的价值，对被征地农民的社会保障价值、养老保障价值和医疗保障价值进行补偿。研究结果表明基于农地功能价值的补偿标准要高于现行的征地补偿标准，相较于一次性付清补偿费，以失地农民社会保障的方式进行征地补偿更适合农民。%This article is based on the function of the farmland to measure the value of farmland. Taking Nanbu county as an example to provide reference for land expropriation compensation,in order to make reasonable compensation for the land-lost farmers. According to the theory of property rights,the farmers can't eliminate the demand for land function. The function of land expropriation is equal to the farmers lost their land to bring benefits. The farmers' demand will be met when the benefits of farmers lost can be made up . Compared to pay compensation at the same time. The form of land-lost farmers' social security of land compensation is more suitable for farmers .
