棚户区改造与社区治理论——从莫地的变迁谈起

摘要

通过对抚顺市莫地社区棚户区改造前后巨大变化的对比案例及分析,探讨了国内传统型社区进行治理的基本模式塑造,并提供了政策建议及制度建设方面的意见,指出政府应在总体规划、政策法律制定、资金投入方面形成制度,同时非政府机构亦应贡献其经济、组织等社会力量。%Through the comparative cases and analysis of the great changes of MO community in Fushun City before and after shantytowns transformation,the paper discussed and the basic model of the domestic governance of traditional com-munities,and provided policy advice and the opinion of institution building,pointed out that the Government should establish system in overall planning,policy and law development and capital investment,while nongovernmental organizations should also contribute its economic,organizational and other social forces.
