多哈回合Cairns集团农业贸易政策演变分析

描述了Cairns集团农产品出口及结构，解释了该集团积极推动完全自由的农业多边贸易体系的原因。以时间为主线，整理了Cairns集团关键年份农业贸易政策提案。研究发现，随着多哈回合农业谈判逐步推进， Cairns集团农业贸易政策也逐步细化。我国可以接受该集团市场准入和出口竞争提议，但是应坚持农业支持微量标准，并优化绿箱补贴支出结构。%The paper introduces agricultural trade and trade structure of the Cairns Group ,which lays a solid foundation in understanding the group ’s proposals in the new round of agriculture negotiations .Agricultur-al trade proposals of the Cairns Group from different years are sorted out and explained .Possible areas of agri-cultural trade policy compromise between the Cairns group and China are discussed .It is obvious that agricul-tural trade proposals of the group are consecutive but stated in details year by year in the Doha round of agri -culture negotiations.China may agree with market access and export competition proposals of the Cairns Group , but insist on retaining de minims and Green Box domestic support .
