油田地面产能改造建设工程造价管理存在的问题及建议

         

摘要

由于油田产能建设面广、点多,多数位于偏远村、镇之间,管理难度较大,加之大部分设施多年运行,已经十分陈旧老化。受投资条件控制,往往不能一次性改造到位,只能采取部分更新和临时补救办法,甚至个别采用“三边”工程(边设计、边施工、边修改),造成部分工程项目“三超”(概算超估算、预算超概算、结算超预算)现象时有发生,尤其是油田站、场改造工程结算超出合同价款百分之50%以上,严重影响了油田地面产能建设管理和投资控制。为了切实搞好地面产能改造建设工程造价管理工作,特提出4点建议:1、提高工程管理人员责任意识,充分重视前期工作;2、提高工程造价标底编制人员的业务素质;3、加强招投标监督管理;3、建立问责制,加强设计变更管理。%Oilfield capacity construction covers many areas and most of them are located between remote villages and towns, which brings the difficulty to management. Moreover, most facilities are obsolescing because of many years of their operation. Because investment control limits the reinvestment on the facilities, adopted is the only method of replacing part of them or temporary repair, and even exceptional method (i. e. designing, operating and modifying at the same time), thus occasionally occurring such things as budget calculation exceeding estimate, budget surpassing budget calculation and settle accounts exceeding budget, especially in the oilfield station where settle accounts of modification works exceed more than 50% of the contract price, which seriously hinders the management in the construction of oilfield surface potential and its investment control. In order to work well in engineering cost management, the author advocates enhancing the responsibility consciousness of engineering managers and fully valuing pre-work; improving professional qualities of base price establishment personnel; strengthening supervision over bidding and building accountability system to intensify the control of design change.
