基于演化博弈的战略性新兴产业技术异地协同共享激励机制研究

         

摘要

培育和发展战略性新兴产业要避免重复建设、恶性竞争,其关键是掌握产业发展核心技术.针对产业技术创新跨区域、跨学科协同合作的特性,为实现技术共享,建立了上下游参研单位产业技术共享演化博弈模型.研究结果表明:参研单位选择技术共享策略与产业技术的可共享系数密切相关,同时分析了相关因素的影响作用,当参研单位技术可共享系数不断变化,会依次出现多种演化稳定均衡.在此基础上探索了在内部激励机制作用下,参研单位技术共享演化博弈过程,研究表明:内部激励机制激发了参研单位选择技术共享的意愿,同时,随着内部激励系数的变化,产业技术创新系统趋向收敛到{技术共享,技术共享},进而为产业政策的制定和效果评估提供决策支持.%Duplicated constructions and vicious competition should be avoided in fostering and developing strategic emerging industries. Mastering the core technology is the key to developing emerging industries. In view of the characteristics of cross regional and across disciplinary collaboration in industrial technology innovation and in order to realize the sharing of technology, industrial technology remote collaborative sharing mechanism comes to birth and the innovation development of "extension at both ends" comes true. The process of industrial technology innovation is the effective way of spreading industrial innovation technology by leaps. The technology sharing evolutionary game model of up-down stream research institutions has been established. According to the research, with the constant change of industrial technology sharing coefficient, industrial technology sharing strategies of research institutions will be followed by the evolutionary stable equilibrium of four strategies, which are the coexistence of technology sharing and non technology sharing. For the stable evolution strategy of case 4, this paper analyzes the influence of factors on willingness to share technology, such as collaborative gain coefficient, the absorption capacity of the technology, the sharing coefficient of technology, the cost of technology sharing and the amount of relative technology sharing. In order to coordinate interests of research institutions and solve problems of technology sharing, research institutions will be stimulated to take technology sharing strategies forwardly with the help of internal incentive mechanism. Research on the evolutionary game process of technology sharing in the research institutions under the effect of the incentive mechanism turns out that in the system strategic emerging industry technology remote collaborative sharing. When an internal reward is given by the recipient in accordance with the amount of technology shared by the technology sharing party, the willingness of research institutions to choose technology sharing will increase greatly. Meanwhile, along with the change of the internal incentive coefficient h, industrial technology innovation system converges towards {technology sharing, technology sharing}. In the case of other conditions unchanged, the greater the risk of technology sharing, the greater the relative amount of technology sharing, and the smaller the motivation of research institutions in technology sharing are. It has important significance for policy makers and government institutions to interpret the internal incentive mechanism from the new level in order to stimulate the positive effect of research institutions.
