Hunan is the test area of the construction of the two-oriented society. The key of the economical development transformation is to discard the traditional way which totally depends on natural resource and capital input, and takes the driving way by improving the efficiency. Land resource occupies the dominant and key position in natural resource, so the speeding-up of the economical transformation need the improvement of efficient use of territorial resources. The importance and urgence of the e- conomized and intensive used land in Hunan is analyzed. The problems that aroused in economically and intensively using the land since the l lth five-year plan are summarized. Meanwhile the countermeasures about Hunan land saving and intensive utilization under the background of transformation of economic development mode are proposed: reforming farmland protection system and leading farmland owners protection system; reinforcing propaganda and education, strengthening the sense of economical and in- tensive use of the land; being strict in controlling over the growth of construction land, stimulating the stock land; increasing the power of examination, establishing and improving the economical and intensive land use evaluation mechanism; Improving land use planning system.%湖南作为“两型社会”建设试验区，转变经济发展方式的核心是摒弃靠自然资源和资本投入支撑的传统经济发展模式，采用靠效率提高驱动的发展模式。土地资源在自然资源中占有核心、主导地位，所以加快转变经济发展方式离不开国土资源利用效率的提高。分析新形势下湖南节约集约利用土地资源的重要性和紧迫性，总结概括“十一五”以来湖南省土地资源节约集约利用过程中存在的问题，提出了转变经济发展方式背景下湖南省节约集约利用土地资源的对策：改革耕地保护制度，引导耕地产权人保护耕地；加强宣传教育，强化节约集约用地意识；严格控制建设用地增量，盘活存量用地；加强土地生态环境的建设；优化土地利用结构，不断提高土地利用效率；加大考核力度，建立健全节约集约用地考核评价机制；完善土地利用规划的体制机制。
