服务与保障视域下青少年利益诉求表达机制探究

摘要

Practice is important for construction of youth interest demand expression mechanism, focusing on expression mechanism and ways of realization. From the perspective of service and guarantee, adolescent interest expression mechanism need to be built from the service mechanism of the guidance of the Party committee and leadership of the government, social support and participation mechanism, the family guidance and intervention mechanism, educational mechanism, individual growth mechanisms and other aspects. At the same time, we must be from changing government function, setting up government agencies of a youth ; the development of adolescent social organization, promoting young people' s interest work socialization; setting up adolescent in- lerest demand and protection course, cultivating interest an(] rights awareness; smoothing adolescent interests expression channel, encouraging and supporting youth participate in various interests practice and other aspects to achieve adolescent interest expression mechanism target.%建构青少年利益诉求表达机制重在实践，要重点探究表达机制及其实现路径。以服务与保障为视角，建构青少年利益诉求表达机制需要从党委指导政府领导的服务机制、社会支持与参与机制、家庭引导和介入机制、学校教育机制、个体成长机制等方面建设。同时，要从转变政府职能，设立青少年政府工作机构；发展青少年社会组织，推进青少年利益诉求表达工作社会化；开设青少年利益诉求和保护课程，培养利益诉求和维权意识；畅通青少年利益诉求表达渠道，鼓励和支持青少年参加各类利益诉求实践活动等方面着手实现青少年利益诉求表达机制预期目标。
