基于质量成本的高职专业群资源要素优化配置模型及运行

         

摘要

The construction of major group is a basic carrier of service industry of higher vocational colleges, and enhancing the construction efficiency of major group needs the optimization of resource allocation. From the perspective of quality cost, the quality cost of higher vocational major group include the cost of resource construction, the cost of running schools, the cost of resource maintenance, and the cost of quality improvement, while the output of major group include the scale of students, the scale of training, and the amount of money for applied technology research,and the ratio of which is unit quality cost. Taking the least unit quality cost as the target, the allocation function and restriction conditions are set, based on which, the element resources of teachers in major group, the element resources of intership and practice conditions, the math mode of course element resource optimization allocation are constructed. Some measures can be taken for the requirment of running allocation mode,including building the distribution mechanism of major resources, building the sharing mechanism of major group resources, building the evaluation mechanism of efficiency for major group mechanism, building the adjusting mechanism of major layout, etc.%专业群建设是高职院校服务产业的基本载体,提高专业群建设效能需要优化资源配置。从质量成本观出发,高职专业群质量成本总额包括资源建设成本、办学运行成本、资源维护成本和质量改进成本,专业群产出包括专业群学生规模、培训规模、应用技术研究到款额,二者比值是单位质量成本。以最低单位质量成本为目标,设置建立高职专业群资源要素优化配置函数和约束条件,在此基础上,构建专业群师资要素资源、实习实训条件要素资源、课程要素资源优化配置数学模型。适应高职专业群资源要素优化配置模型运行需求,可以采取建立专业资源统筹配置机制、建立专业群资源共享机制、建立专业资源有效度评估机制、建立专业布局调控机制等举措。
