抗战爆发后，因受日军残害，晋西北乡村从事迷信、吸毒、赌博、卖淫等活动的二流子人数激增，他们扰乱社会秩序，阻碍经济发展，成为当时一大社会问题。在大生产运动中抗日民主政府着力开展对二流子的改造运动，采取思想教化、生产赞助、变工组合等方法，把一向散漫、怠惰，游离于社会边缘，脱离革命秩序的二流子，整合到社会主流群体中，遏制了不良习俗，为根据地经济发展提供了有力支持。%After the outbreak of the anti-Japanese war, because of the Japanese troops destruction, the number of loafers who worked on superstition, drugs, gambling, prostitution activities increased sharply in the northwest Shanxi rural. These loafers disturbed social order, hindered the economic development, virtually it was a major social problem at that time. In the large scale production campaign, the anti-Japanese democratic government made an effort to transform the loafers, it adopt measures such as ideological indoctrination, production sponsorship, exchange work and mutual help to transform the loafers who had always been undisciplined, lazy, drifting into the mainstream of society groups. These steps effectively curbed the bad customs and provided human support for the base area economic development.
