新时期工矿城市生态文明建设再思考*--以湖北黄石为例

摘要

In the new period, to accelerate the construction of ecological civilization is inevitable and will boost the transformation of industrial and mining cities as well as the urgent demand of people in the pursuit of high quality life .In recent years, with the central government of China's attaching more importance and giving more support to the sustainable development of resource -exhausted cities , the construction of ecolog-ical civilization in industrial and mining cities went smoothly , however, it is still a tough task to govern the ecological environment and to realize industrial ecologilization .In the new period , in order to promote the ec-ological civilization construction of industrial and mining cities , we must establish the concept of ecological civilization firmly , implement projects of industry transformation and upgrading , develop the ecological econ-omy energetically , build ecological civilization system rapidly , improve legislation of ecological civilization , protect the ecological environment through strict legal regime .%加快推进生态文明建设是建设美丽工矿城市的必然选择和谋求工矿城市转型发展的重要支撑，也是人民追求更高品质生活的迫切需求。近年来，随着国家对资源枯竭型城市可持续发展的重视与支持，工矿城市生态文明建设得到快速推进，但生态环境治理任务依然艰巨，产业生态化难度依然较大。新时期推进工矿城市生态文明建设，必须牢固树立生态文明理念，实施产业转型升级工程，大力发展生态经济，加快构建生态文明制度体系，完善生态立法，用严格的法律制度保护生态环境。
