城镇化进程中的农村集体土地所有制有效实现问题研究

摘要

The effective implementation of rural collective land ownership is facing difficult problems such as land rights confirmation , land circulation and the homestead exit and so on in the development of new urbanization , which need the government to introduce more detailed policies and measures from confirming the land rights , shifting land circulation center , improving the market mechanism , promoting homestead exit compensation incentive mechanism orderly and perfecting social service system , in order to further solve the problems that the rural land property rights are not reasonable and the efficiency is not high , to play the advantages of rural land collective ownership system in the coordinated development of the new urbanization and agricultural modernization .%新型城镇化发展中农村集体土地所有制的有效实现面临着土地确权、流转和宅基地退出等政策推进中的难题，尚需政府从充实土地确权政策、转移土地流转重心、健全市场化机制、有序推广宅基地退出补偿激励机制和完善社会化服务体系等方面出台更为细化的政策措施，以进一步解决好农村土地产权权能配置不合理和能效不高的问题，为新型城镇化和农业现代化协调发展发挥农村土地集体所有制的制度优势。
