滇越边境地区合作开发资源研究

摘要

Based on analyzing the resources in the border areas of dianyue （China＇s Yunnan Province and Vietnam）, the paper thinks there are two characters of difference and complement between the resources of both sides. And the paper proposes five key areas of cooperation, including mineral resources, biological resources, tourist resources, energy and human resources, and put forward the specific projects of the cooperation. The paper proposes seven main ways of cooperation, such as trade and border trade, project cooperation, joint venture and cooperation, lease and management, project contracting and labor services, technical cooperation, comprehensive cooperation. To solve the problems in the cooperation, the paper proposes some suggestions in six aspects, such as setting up the idea of marketing oriented, further perfecting the infrastructure, establishing and optimizing the cooperation system, improving the investment environment, reducing the non-commercial investment risks faced by the private, handling the relations between resources development and environmental protection.%在分析滇越边境地区资源的基础上,认为滇越双方资源存在差异性和互补性的结构特点;提出重点合作领域为矿产资源、生物资源、旅游资源、能源、人力资源等领域,并提出具体的合作项目;提出贸易和边境贸易、项目合作、合资合作、租赁经营、工程承包和劳务合作、技术合作和复合型开发等主要合作方式。并就合作中存在的问题从树立市场导向的理念、进一步完善基础设施、建立和优化合作机制、改善投资环境、降低私人投资所面临的非商业性风险、处理好资源开发与环境保护的关系等六个方面,提出双方加快边境地区合作开发资源的对策建议。
