The co-evolution of technology and institutions is frontier theory of evolutionary economics, and its general model, which is based on Pelikan model, is starting point to understand the co-evolution of technology and institutions, but this model can not answer the driving forces of co-evolution. The co-evolution of technology and institutions would be a multi level co-evolution, if the technology could be divided into material technology and social technology, and the institutions could be divided into four levels according to Williamson. The driving forces of the co-evolution of technology and institutions is macro inventions, because the macro inventions are exogenous, and can bring significant changes.
