河北省在解决过剩产能的问题上对于低端产业和企业，应依照日本经济学家小岛清的对外投资理论，专注于将产能转移到周边经济发展较我国相对落后的国家中去；而对于高端产业和企业，则应该增加对较发达国家和地区的对外投资，以便更快获得技术，开辟市场。目前，河北省主要是运用行政手段强制企业退出与进入来解决产能过剩问题，而未来则应该更多地依靠市场来化解过剩产能。同时，应注意杜绝恶性竞争，完善企业退出机制。%As China's traditional industrial and iron and steel province,undoubtedly,Hebei acts as a pioneer in the crucial battle of resolving the excess capacity. Hebei makes great efforts and determination in solving the problem of excess capacity after the central government issued the policy of compressing excess capacity ,however,there is still a long way to go. In order to solve this problem,the low-level industries and enterprise should focus on transferring the capacity to the surrounding e-conomies which are relatively lagging behind our country's economy in accordance with the theory of outward investment that is put forward by the Japanese economist,Kiyoshi Kojima;the high-level industries and enterprises should increase investment in foreign developed countries and regions,for the purpose of quickly having access to technologies and exploiting new markets. At present,Hebei mainly relies on administration to force enterprises to exit and solve the problem of excess capacity,however,in the future,the market itself should be relied on to resolve the excess capacity. Meanwhile,when governing the problem of ex-cess capacity,Hebei should pay attention to preventing vicious competition,improving the exit mechanism of the enterprises, profoundly grasping the connotation of "globalization" and being aware of their strategic position in China's industrial system.
