张家口坝上生态工程建设研究--从“退耕还林”到“退耕还草”

摘要

从科学发展观的视角分析张家口坝上地区生态现状，结合坝上的自然人文社会特点，提出张家口坝上地区应该大力发展草业，弱化“退耕还林”，走“退耕还草”之路的建议，以期提高劳动生产率，改善生态环境，为冬奥打造出蓝天白云、风景如画的张家口。%From the perspective of scientific outlook on development and considering the natural,hu-manistic and social characteristics,this paper suggests that this area should strive to develop grassland agri-culture,weaken the idea of converting cultivated land into forests,and adopt the way of converting cultivat-ed land into pasture so as to raise labor productivity,improve the eco-environment and build Zhangjiakou into a city with blue sky,white clouds and fresh air for winter Olympic games.
