中国农村社会保障体系的构建--基于马克思公共产品理论的视角

摘要

“新常态”背景下，中国农村社会保障依然面临着体系不健全、保障水平低和资金来源不足等问题。根据马克思公共产品理论思想，研究认为完善社会保障体系必须坚持以政府为主体，提倡通过供需均衡实现社会保障水平的提升，同时鼓励拓宽资金来源渠道以保证社保资金的投入，这对于构建农村社会保障体系具有重大意义。%In the background of“new normal”,there exist such problems in the social security system in rural areas in China as the imperfect system,low level of security,and lack of funds.With reference to Marxist theory of public product,the paper concludes that the social security system must be perfected through the dominancy of government,the level of social security must be promoted through the balance of supply and demand,and varlous sources of funds must be encouraged to guarantee the investment of the social security funals.
