采用拥挤收费的机场时刻管理多用户双层规划模型

         

摘要

To research the problem of flight delays occurring in rush hour of busy airport which make airport’ s operation lower efficiency, the effect of congestion pricing being aimed at rush hour on slot demand is analyzed. A bi-level programming model of airport slot management for multi-user is established to determine the congestion pricing rate and corresponding flight flow, which considers the characteristic of direct flight and connecting flight. The case analysis shows that the volatility of flight volume and average delay time in different time are decreased. The model is an effective method of reducing flight delays and improving operation efficiency of busy airport.%为了研究繁忙机场时刻资源紧张导致航班延误、机场使用效率降低问题,探讨了高峰时段收取拥挤费用对机场航班需求的影响,并在考虑直达航班和联程中转航班不同特点的基础上,建立了机场时刻管理多用户双层规划模型,得到各时段、各类航班的航班量和拥挤收费费率。算例分析显示,优化后各时段航班量的波动性和平均延误时间均有所降低。
