我国现行农业补贴政策存在的问题与解决对策

China＇ s modernization of agriculture has witnessed an overall promotion and advancement since the full-scale implementation in 2004 of the policy on agricultural subsidies. However, the implementation of such a policy has not only increased the financial burden but also met with numerous problems in practice. ＇What is more, such a policy is also incompatible with WTO rules in some aspects. To solve these problems, efforts must be made to proceed from the long-term planning and to make appropriate adjustments and reforms in the policy on agricultural subsidies. While ＂To make a substantial increase in agricultural subsidies＂ is the principle of the current solution to this problem, what should not be overlooked is that reforms be made to ensure that agricultural input subsidies are to be gradually reduced until they are finally cancelled.%自2004年全面实施农业补贴政策以来，我国的农业现代化水平得到了全面促进和提高。然而，农业补贴政策的实施不但增加了财政负担，在实施中也存在着不少问题，与WTO规则也有诸多不适应性。解决这些问题，必须从长远规划着手，对农业补贴政策进行适当调整和改革。“较大幅度增加农业补贴”，是当前解决这一问题的原则。然而，不容忽视的问题是，农业投入品补贴应沿着逐渐减少直至取消的方向进行改革。
