对科研经费管理的几点思考--基于财务规范管理的视角

目前科研项目经费的使用和管理无论在制度方面，还是在使用管理方面及对经费的认识方面都存在一定的问题，一方面严重影响了科研工作者的积极性，另一方面管理中矛盾也很突出。唯有实事求是，尊重客观实际改革，才能既调动科研创新的积极性，又达到规范管理的目的。%Now it is found that regarding scientific research budgets,there exist some problems on its system,use and management,and understanding.These problems not only had great negative impacts on the activeness of scientific re-search,but also led to striking conflicts in its management.This paper tried to describe and analyze the fact that only a-biding by the principle of keeping our feet on the ground and respecting the objective and actual reform can we motivate the activeness of scientific research and reach the goals of standard management.
