异质性创新投入对我国技术效率的影响分析

         

摘要

一般把R&D看作创新性投入,文章按照OECD分类把R&D细分为基础研究、应用研究、试验开发研究三大异质性创新投入。通过1998—2010年29个省直辖市的面板数据,采用随机前沿函数(SFA)分析了三大创新投入对我国技术效率的影响,得出结论:试验开发研究对我国技术效率的影响最大,其次是应用研究。基础研究对技术效率的作用为负,在控制了滞后性后,结论依然稳健。这与传统认为的“基础研究是创新的源头地位”的观点不符。最后文章根据我国现实情况,分析了造成上述结果的原因,并据此提出政策建议。%Generally,R&D investment is regarded as innovation investment. This paper divides R&D into three parts including the basic research,applied research and development research according to the OECD. Based on the panel data of 29 provincial regions of China from 1998-2010,the author analyzes the impacts of the three innovation investments on the technology efficiency through constructing the SFA model. The study shows that the development research makes the greatest contribution to the technology efficiency,and the applied research is second to it. Contrary to the traditional idea that basic research is the source of innovation,the basic research makes negative effect on the technology efficiency. Finally this paper analyzes the possible reasons for this result according to China’s current situation of innovation investment,and then puts forward some advice based on the conclusion.
