人民币在中亚地区国际化的基础条件和途径--基于“一带一路”背景

摘要

The internationalization of RMB in Central Asia is not only an inner appeal of the development of RMB, but also the objective need of regional economic development. Under the new normal background of“One Belt and One Road”promoting the economic development in China, from the perspective of trade share, overseas investment, investment pattern, resource complementarities and human geography advantages of China to Central Asia, the paper elaborated the basic conditions of internationalization of RMB in Central Asia and analyzes the restrictive factors on the influence of internationalization, which are the limitations of trade pricing, of geopolitical influence and of RMB capital projects. Finally, it proposes the specific recom-mendations and countermeasures through certain aspects, such as the capital output of RMB, the construction of China–Central Asia Free Trade Area, the capital reflux and the pricing of RMB, etc.%推进人民币国际化进程，既是人民币自身发展的内在诉求，也是区域经济发展的客观需要。在“一带一路”助飞中国经济发展新常态背景下，在对中亚地区的贸易比重、对外投资额、投资方式、资源互补性、人文地理优势等方面，人民币在中亚地区国际化的基础性条件具有优势，但也存在制约性因素，即贸易定价权有限、地缘政治影响力有限、人民币资本项目受限等。可采取有序推动人民币资本输出，积极拓展市场空间；建立中国—中亚地区自由贸易区，逐步实现区域经济一体化；建立中亚地区人民币回流及定价机制，提升人民币区域化水平。
