论征地生态补偿制度的构建

摘要

The absence of ecological compensation system is serious damage to the farmers’ rights and interests, and has no conducive to the for-mation of ecological compensation mechanism. In the analysis of basic meaning of land ecological compensation system, this paper proposes land ecolog-ical compensation system in order to improve the land requisition compensation system and provide theoretical support to promote the construction of ecological civilization.%生态补偿是一种用经济手段调节各方利益进而实现生态保护的长效机制，是生态文明建设的重要内容。而生态补偿制度中征地补偿的缺位严重损害了被征地者的环境权益，不利于生态补偿机制的形成。在分析征地生态补偿制度的必要性基础上，从规范化征地生态补偿制度、因地制宜进行生态评估、建立征地生态补偿基金和多元化的征地生态补偿手段方面提出了构建征地生态补偿制度的建议，为完善征地补偿制度，促进生态文明建设提供理论支撑。
