近年来，重大环境污染事故的报道频频见诸媒体，虽然相关责任人都受到行政、刑事责任的追究，但对受害人的赔偿往往难以到位，最终只能由政府充当“埋单”人。将环境污染责任保险纳入多元化环境污染损害赔偿体系，不仅可以有效协调各方利益关系，还能提高处理突发污染事故的效率。2014年4月通过的新《环保法》第52条规定：“国家鼓励投保环境污染责任保险”，从法律层面鼓励、引导企业投保环境污染责任保险。环境污染责任保险具有很强的地域性，针对福建省产业布局中高消耗、高污染行业占比大，大规模推行环境污染责任保险的条件并不具备，可以本着“突出重点、先易后难”的原则开展试点，促使“绿色保险”为护航“美丽福建梦”发挥其应有的作用。%In recent years ,serious pollution accidents often get covered in the media .Although the relevant responsible persons have taken their administrative or criminal penalties ,the compensation of the victims are often difficult to put in place and the bills are finally paid off by the government .Putting the Environmental Pollution Liability Insurance into the diversified compensation system for environmental pollution damage can not only effectively coordinate the interests of all parties ,but also improve the efficiency of treating sudden pollution accidents .In accordance to with Article 52 ,Chinese New Environmental Protection Law passed in April ,2014 , the State encourages the Environmental Pollution Damage Insurance ,w hich encourages and guides enterprises to this kind of insurance from a legal perspective .The Environmental Pollution Damage Insurance has strong regional characteristics . Fujian has a high ratio of high-energy ,high-pollution businesses in its industry distribution ,and don’t have the conditions for a large-scale implementation of the Environmental Protection Damage Insurance . Pilot projects may be carried out under the principle of emphasizing the important points and doing from the easy to the difficult so that the green insurance will play its proper role in helping Beautiful Fujian Dream .
