基于AHP法的人民银行应急能力评估研究——以济南分行为例

摘要

应急评估是当前应急管理理论和实践中的热点和难点问题。本文针对人民银行应急评估工作现状和存在问题、总结国内外有关应急评估经验,以层次分析法（AHP）为基本方法,构建了以应急能力为核心指标的人民银行应急评估量化模型,并通过评估案例实证检验和分析了该模型的可行性和有效性。%Emergency assessment is a focus and difficult issue in current emergency management theory and practice.After summarized the assessment of domestic and international experience in emergency management,we have built the quantified AHP model of PBC＇s emergency assessment which core indicators are emergency response capability.The model can be used to analyze and solve current problems of PBC＇s emergency assessment.Finally,we have empirically tested and analyzed the feasibility and effectiveness of the model through assessment case.
