美国国防服务采办审查与监督策略研究

近年来美军不断加强服务采办的审查监督力度,优化审查监督策略.系统梳理了美国国防服务采办审查监督方面的政策法规,从中提炼出3项审查监督策略:决策层审批策略、项目执行层监督策略和同行审查策略,并从审查团队、审查过程、审查依据等3个角度分析了其策略特点.%The US military has been enhancing the review and oversight of service acquisition, and optimizing the methods. This article hackles the policies and regulations regarding the review and oversight of service acquisition, and then refines three strategies of management review, peer review and the oversight of program execution level, the characteristics of which are analyzed from the perspectives of the team, the process and the basis.
