天基信息获取系统一体化指挥控制研究

摘要

The construction and application of space-based information collecting system are isola-ted,non-sharable and inefficient,so the paper studies the integrated control and command of the sys-tem.The paper analyzes the issues existing in command and control of the system and brings out functional requirements of integrated command and control based on integrated method and thought of intelligence system of the U.S.A. Without changing business subordination,by building a business platform at technical layer,the paper proposes a method to realize the integration of all system links including space-based information demand management,task planning,integration treatment,infor-mation sharing,distribution and application,etc.%针对天基信息获取系统建设与应用中自成体系、难以共享、效率低下的问题,对其一体化指挥控制问题进行了研究.分析了天基信息获取系统指挥控制存在的问题,借鉴美国情报系统一体化的方法和思想,提出天基信息获取系统一体化指挥控制的功能要求;在不改变现有业务隶属关系基础上,通过在技术层面上建立业务平台,实现天基信息需求管理、任务规划、融合处理、信息共享、分发应用等链路各环节的一体化.
