基地级维修军民联保建设研究

摘要

针对引入地方力量参与军队装备维修保障工作,解决军内保障力量不足的需求,在厘清对基地级维修军民联保基本认识的基础上,分析了在管理体制、运行机制、保障模式、法规制度等方面亟待破解的关键问题,进而提出了健全体制机制、形成保障模式、构建力量体系、完善配件储供体系等推进基地级维修军民联保建设的初步考虑.指出推进基地级维修军民联保建设,作为深化军队装备保障体制改革的重要举措,对于推进军民融合深度发展,必将产生深远的影响.%This paper,aiming at resolving the requirement of the insufficient maintenance force with civil-military joint support.Based on the clarification of understandings on civil-military joint support of depot-level maintenance,this paper firstly analyzes some key issues to be solved which cov-er the areas of management system,operation mechanism,support model,laws,regulations and pol-icies,and then brings out the primary consideration on how to facilitate the building of depot-level maintenance of civil-military joint support by completing a sound system,forming a support mode, building a force system,perfecting parts storage and supply systems.Lastly,the paper identifies depot-level maintenance of civil-military joint support as an important measure in the process of reform of military equipment support system which will have a far-reaching influence on the process of civil-military integration (CMI).
