装备采办信息化建设基本原则与发展对策

摘要

Considering the important role the equipment acquisition informationization plays in accelerating the transformation of the generation mode of the combat capability, the paper analyzes the background of equipment acquisition informationization and points out three basic principles which include demand pulling and technology driven, information leading and integration, and civil-military integration and information sharing.Then, it brings out countermeasures to improve the development of equipment acquisition informationization from four aspects which include renewing our thinking methods, conducting top-level design, integrating data environment and transforming management model.%针对装备采办信息化建设对加快战斗力生成模式转变的重要作用,运用文献研究、实地调研、专家咨询等方法,在分析装备采办信息化建设的时代背景及应遵循的需求牵引、技术推动,信息主导、综合集成,军民融合、信息共享3项基本原则的基础上,着重从更新思想观念、搞好顶层设计、集成数据环境和变革管理模式4个方面,提出了加强装备采办信息化建设的发展对策.
